Mr. McManus is a Licensed Attorney and Civil Engineer with over twenty-five years of experience in the surety, engineering and construction industries.  While working for an environmental engineering firm he designed and provided on-site, hands-on, project management and claims consulting on complex construction projects.  Mr. McManus has also worked for a large general contractor that specialized in building and highway projects.

For the last tweny years, Mr. McManus has provided Forensic Engineering consulting services to Sureties, Project Owners and Lending Institutions with respect to contractor defaults, performance and payment bond claims, construction claims, project reviews and assessments, and mediation, arbitration and litigation support.  His experience includes hands-on, project management and claims consulting on construction projects located nationwide and in the Caribbean.

Steven L. Migliorino

Mr. Migliorino has over thirty years of experience managing, constructing and providing surety consulting and owner's representative services on complex commercial, institutional, government and military projects, including but not limited to Heavy Highway, Transportation, Schools, Hospitals, Prisons, Housing and Government facilities.

Mr. Migliorino has extensive experience conducting performance and payment bond claim investigations, project completion assessments and developing and managing cost effective and successful completion strategies.  He is adept at preparing cost-to-complete estimates, construction schedules, and analyzing, preparing and negotiating change orders and affirmative claims.  Mr. Migliorino has vast experience in construction project management and has coordinated with owners, contractors and design professionals.  He has consulted with sureties on numerous matters, worked for several general contractors and provided owner representative services on complex projects. 

Joseph L. Cobb, Jr., PE

Mr. Cobb is a Professional Civil Engineer with over thirty years of experience in the consulting, engineering and construction industries.  He is a Professional Engineer in nine states and Puerto Rico.  Mr. Cobb has been the Principal-in-Charge and Engineer of Record for a wide range of projects including hotels, major foundations, specialty structures, industrial facilities and deep excavations and renovations.  He has been fully responsible for providing hands-on owner’s representative and construction manager duties during the design, development and construction phases.

Mr. Cobb provides an expertise with structural and geotechnical issues.  He has extensive experience with design-build projects and provides clients with consulting services to assist with solving structural engineering issues.  In particular, Mr. Cobb has provided structural design and construction management services on several large hotel projects in Puerto Rico. Mr. Cobb’s experience also includes negotiating construction contracts, preparing and managing project budgets, cost-to-complete estimates, change order and claim preparation and negotiations, scheduling and bidding.

Mr. Nanartowich is an experienced construction manager with over thirty years of experience in the construction industry.  Mr. Nanartowich has been fully responsible for providing hands-on owner’s representative, construction manager and project manager duties during the development and construction phases for numerous commercial and residential facilities.  Mr. Nanartowich’s experience includes supervising, managing and directing the construction of numerous multipurpose projects; i.e., hotels, hospitals, commercial buildings, residential developments and large public housing projects.  His experience also includes negotiating construction contracts, preparing and managing project budgets, cost-to-complete estimates, change order and claim preparation and negotiations, scheduling and estimating.
